The Amazon packaging fee is the first FBA charge a factory can switch off for its customer without touching the unit price. Since 15 January 2026, every Small Bulky or Large Bulky unit that is not enrolled in Ships in Product Packaging (SIPP) collects a packaging fee averaging $2.07 on top of the fulfillment fee — and whether a unit can enrol is decided by four numbers on the carton, not by anything the seller does in Seller Central.
That makes it a supplier problem before it is a seller problem. A sofa-in-a-box, a flat-pack desk, a 24-inch bathroom vanity: all of them land in the bulky tiers, all of them ship in the carton the factory designed, and the certificate that turns the fee off is written in that carton's dimensions before any lab sees it. The rest of this post is a decision tree. Answer four questions about the pack, and you know which route certifies it, how many samples it costs, and what your buyer will ask you for.
Amazon packaging fee: what it charges and who pays it
The Amazon packaging fee is a per-unit charge added to the FBA fulfillment fee for Small Bulky and Large Bulky items that Amazon has to overbox because the product's own packaging is not SIPP-certified. Seller-service reports of the 2026 US fee schedule put it at an average of $2.07 per unit, scaling with dimensional weight. It arrived on 15 January 2026, the same day Amazon split the old Large Bulky tier into Small Bulky (up to 37 x 28 x 20 inches, per the published tier tables) and Large Bulky above that.
Two things changed at once, and they are easy to conflate:
- The fee is new. Before 2026, an uncertified bulky unit simply got an Amazon box at Amazon's expense.
- The reward moved. The old flat $1.32 SIPP discount on bulky items is gone. Enrolled bulky units get a lower base fulfillment fee instead — reported at roughly $2.06 per unit lower for Small Bulky and $0.26 lower for Large Bulky.
Together, the spread between an enrolled and an unenrolled Small Bulky unit is on the order of $4 per unit. Standard-size items are not in this story: their SIPP discounts continued unchanged at $0.04 to $0.23 by weight, and they carry no packaging fee.
Here is the sentence to keep: on Amazon since January 2026, a bulky carton is either certified or it is a $2.07 line item — and the certificate is written in the carton's dimensions before it is written in a lab.
The decision tree: four questions the carton answers
Amazon's certification guideline for vendors (version 11.2, September 2024) and the ISTA 6-Amazon.com-SIOC procedure between them sort every packaged product into one of four routes. Work down the questions in order; the first "no" tells you where you are.
Question 1 — Is the unit bulky at all? Both bulky tiers cap at 50 lb. If the unit is standard-size, there is no packaging fee; skip to certification only if the small discount is worth the paperwork. If it is bulky, keep going — this is where the $2.07 lives.
Question 2 — Does the pack clear the dimensional gates? Amazon will not certify anything smaller than 6.0 x 4.0 x 0.375 inches (152.4 x 101.6 x 9.5 mm), because that is the footprint of the standard shipping label. Rigid packs have no maximum. Flexible packs (bags, pouches, padded mailers) do: 18 x 14 x 6 inches and 7 lb in North America, 455 x 340 x 235 mm and 5 kg in the EU, measured lying flat. Fail this and the product is not eligible in that pack, full stop.
Question 3 — Is the product fragile, liquid, hazmat, sharp, granular or magnetic? Glass, ceramic, porcelain, clay, liquids and anything that turns liquid between 70 °F and 140 °F is "fragile" in Amazon's definition, and fragile means a certified lab and five samples. A UN number on the product makes it hazmat, which is not eligible for Tier 1 or Tier 2 at all. Sharp, pointed, granular under 1 inch, cylindrical, food and magnetic products are excluded from flexible packs specifically.
Question 4 — Is it under 50 lb and under the heavy/bulky ceiling? The guideline draws the ceiling at any one of: over 50 lb (23 kg), length plus girth over 130 inches (3,302 mm), length 59 inches (1,499 mm) or more, or width or height 33 inches (838 mm) or more. Under all of those, a non-fragile rigid pack can be self-tested. Over any one of them, it moves to ISTA Type B through F at a lab.
Girth here is Amazon's definition: length plus twice the width plus twice the height, with length as the longest dimension, width the second and height the shortest panel — not the shelf-display orientation. Measure the carton in that order or the girth will be wrong and the route with it.
Route A: rigid carton, non-fragile, under 50 lb
This is where most flat-pack furniture, small appliances and home-goods cartons sit, and it is the cheapest route by far. The guideline allows an Amazon self-drop test on a single sample, with ISTA 6-Amazon.com-SIOC Type A at a lab as the alternative if you want a report you can reuse.
The self-test is a documented drop sequence with photographs before and after — Amazon's FBA-seller page asks for five post-test photos of a rigid pack — and a pass means no visible damage, no lost function, no compromised seal or tape, and no wear a customer would reject. Amazon groups physically similar ASINs, so you test the largest and heaviest unit in the group and the rest ride on it.
Type A at a lab is heavier: 12 hours of atmospheric preconditioning, nine free-fall drops at a height set by packaged weight, random vibration at 0.53 and 0.46 Grms with and without top load, eight more drops including one onto a hazard, then rotational edge and flat drops for elongated or flat packages and a hazard-box impact from 16 inches (400 mm) where the shape calls for it. Seller-service guides put a Type A lab test in the low hundreds of dollars and Amazon's approval after submission at around three business days.
Two structural rules trip up cartons that would otherwise pass. The box must be a six-sided cube or rectangle (L-shaped cartons are out), with no protrusions, windows or cut-outs; hand holes are allowed up to 3.5 x 1.0 inches. And staples are not a sealing method — they are permitted only on the manufacturer's glue joint. Tuck-tab closures without a lock need tape regardless of how they test.
Route B: fragile or liquid
Glass tabletops, mirrored wardrobes, ceramic basins, anything with a liquid component: the self-test is off the table. Amazon requires ISTA 6-Amazon.com-SIOC Type A at an ISTA-certified lab, on five complete samples, and all five must pass damage-free. Liquids add an eight-hour leak test to the sequence.
Five samples is the number that changes the economics: on a $40 mirror the test consumes $200 of product before the lab fee. That is why glass and ceramic exporters design the inner pack — corner blocks, foam, edge protection — to pass Type A once rather than pay a packaging fee on every unit for the life of the listing.
Route C: heavy or oversize
Cross any one of the heavy/bulky thresholds — 50 lb, 130 inches length plus girth, 59 inches long, 33 inches wide or tall — and the procedure steps up to Types B through F. Type B covers parcel delivery from 50 lb to under 100 lb; Type C is 100 lb and over; D and E are the less-than-truckload versions; F is palletized. The sequence adds clamping and vertical compression tests to the drops and vibration, because a 90-lb wardrobe carton spends its life being squeezed, not tossed.
Sample count follows the fragile rule: one for non-fragile, five for fragile. The 59 / 33 / 33 / 130 numbers are worth memorising for another reason — they sit close to the carrier thresholds that trigger additional handling surcharge dimensions, so a carton designed an inch under them clears Amazon's test route and the parcel surcharge at once.
Route D: flexible pack
Poly mailers, stand-up pouches and padded mailers follow their own rulebook, and it is stricter than most factories expect:

The self-test for a flexible pack is a drop sequence plus a hazard-box drop, on one sample. The slack-fill rule is the one that catches soft goods: a hoodie in a bag two sizes up fails on a corner-lift before anything is dropped. Rigid and padded mailers are exempt from slack-fill, which is why many apparel exporters spec a paper mailer for FBA units and keep the poly bag for the master pack.
What the buyer needs from the factory
Every route above starts from the same four inputs, and every one of them is measured at the factory, not the seller's office. Amazon will re-measure with a cubiscan at the fulfillment centre and include any bulge or loose material in the scan — so the numbers you publish have to be the numbers the carton actually presents when packed, not the die-line.

Send those as a stated spec, not as a photo of a ruler. The reliable format is a packaging spec image: the packed carton photographed square-on, dimension lines snapped to the actual edges so every figure is a measured value, girth computed from those same values, weight and closure type printed alongside, exported at the marketplace's spec-image size so the buyer can drop it straight into the enrolment file. That is the difference between a measured spec and a rendered one: a generated packaging mock-up produces a carton that looks right with a number that is merely plausible, and Amazon's cubiscan finds the difference on the first inbound shipment. Keep the sellable unit and the shipper separate — SIPP certifies the unit that reaches the customer, and your master carton dimensions are a different document with different rules.

Vendors selling to Amazon directly face a harder version of the same tree: the Amazon Packaging FAQ states that any product over 18 x 14 x 8 inches or 20 lb must be certified, and uncertified units draw chargebacks of $1.80 to $4.40 per unit by shipping weight. Test results stay valid for two years provided the product and pack are unchanged; the certification itself does not expire, though Amazon can decertify a listing and gives a 60-day window to re-test.
