Toilet rough-in dimensions decide whether a pan can be installed at all, and they are missing from almost every listing image, spec sheet and catalogue PDF I see crossing a desk. Ship a 10-inch rough-in pan to a bathroom plumbed for 12, and the box comes back. The product was never wrong. The number was never shown.

This is the question sanitaryware buyers ask before they ask about price, glaze or flush volume. Here are the answers, in the order they get asked.

What are toilet rough-in dimensions?

A toilet rough-in dimension is the horizontal distance from the finished back wall to the centre of the waste outlet in the floor — the closet flange the pan bolts onto. It is measured to the centre of the drain, not to its edge, and not to the base of the pipe.

In North America the figure is almost always 10, 12 or 14 inches, and 12 inches is the common case. American Standard states plainly that 12 inches is the standard rough-in for most homes, with 10-inch and 14-inch variants existing because of how the bathroom was framed. TOTO's own guidance says the same thing and adds the practical shortcut: if a toilet is already installed, measure from the finished wall to the centre of one of the closet bolts.

Three things break the measurement, in order of how often I see them:

  • Measuring from the baseboard instead of the finished wall. The baseboard adds 12–20 mm and turns a 12-inch rough-in into a "12.5-inch" number that matches nothing.
  • Measuring to the edge of the flange rather than its centre.
  • Measuring on an unfinished wall before tile goes on. Tile plus adhesive commonly eats 10–15 mm, and the rough-in shrinks after the plumber leaves.

Why is 12 inches "standard" when no standard says so?

Because it is convention, not regulation — and that distinction is the whole reason this dimension causes returns.

Look at what is actually written down. The 2010 ADA Standards for Accessible Design fix a great deal about a water closet:

Notice what is not in that table. ADA fixes where the pan sits sideways relative to the side wall. It says nothing at all about the distance from the rear wall to the drain. No accessibility rule, no product standard, no marketplace attribute schema sets the rough-in.

The rough-in is the only toilet dimension that decides whether the product can be installed at all, and the only one no standard defines. That is why it has to be published by you rather than assumed by the buyer.

One more thing worth reading carefully in that table: the ADA seat-height window of 17–19 in (430–485 mm) is the origin of what marketing departments now call "comfort height" or "chair height". It is not a comfort feature invented by a brand. It is an accessibility figure that migrated into the consumer catalogue, and the residential exception drops the floor to 15 in (380 mm) — which is where a conventional pan sits.

What does Europe ask for instead?

Europe does not ask "what is your rough-in". It asks whether the connecting dimensions match, and there is a standard for exactly that: EN 33:2019, WC pans and WC suites — Connecting dimensions, published by CEN. It specifies inlet and outlet connecting dimensions, fixing dimensions for wall-hung pans and dimensions for WC seats, regardless of the material the appliance is made from. Siphonic-action pans are outside its scope.

The practical consequence for an exporter running both markets: your North American spec sheet needs a rough-in figure in inches, and your European spec sheet needs outlet type, outlet height and fixing centres to EN 33. They are not the same document, and a translated version of one does not become the other.

Wall-hung pans shift the problem again — there the number that matters is the fixing-frame centres and the outlet height above finished floor, not any floor rough-in at all. If you sell both floor-mounted and wall-hung, the two families need two different dimension sets on their images.

Which dimensions actually have to reach the buyer?

Six, and only one of them is the rough-in. This is the set that answers "will it fit" before anyone contacts you:

Publish both unit systems on the same image. A US contractor works in inches, a European specifier works in millimetres, and the person forwarding your catalogue to both is your buyer's assistant, who will not convert anything. What goes wrong when the rough-in is only in the text

Three failure patterns, all expensive, all avoidable.

The unread specification. The number is in row 14 of a specification table, below the fold, on a page the buyer skims on a phone. They order on the photo. This is the most common case by a wide margin, and it produces a return that is nobody's fault under marketplace rules — which means you pay the freight on a ceramic fixture.

The ambiguous number. "Rough-in: 300 mm" reads as a metric conversion of 12 inches (305 mm), but a buyer working in inches cannot tell whether you rounded, whether you measured to the centre, or whether it is a true 300 mm European fixture. Publish 12 in (305 mm), not 300 mm alone.

The invented number. This one has become common enough to name. A supplier hands a product photo to an image generator and asks it to add dimension callouts. The generator produces a clean, professional-looking diagram with numbers that were never measured — they were predicted from what similar diagrams usually say. A plausible 12-inch label on a 10-inch pan is worse than no label, because now the buyer has documentation to point at when they claim the goods were not as described. The fix is not "take a better photo". It is locking the measured dimension onto the image where the buyer already looks: snap the measurement to the real edge of the pan in the photograph, label it in both unit systems, and export the same diagram at each channel's required image size. Deterministic geometry gives you a number that came from the product; an image model gives you a number that came from other pictures. On a fixture where 50 mm decides the sale, that difference is the entire product.

How to build the diagram, in the order that survives review

  1. Shoot the pan square-on from the side, on a plain background, with the camera at roughly the height of the bowl rim. A side elevation is the only view where rough-in, depth and seat height can all be read at once.
  2. Mark the finished-wall line explicitly. Buyers misread rough-in because the reference face is invisible in a photograph.
  3. Add the rough-in arrow from that wall line to the drain centre, labelled 12 in (305 mm).
  4. Add overall depth, overall width and seat height as separate arrows, never as a caption block in a corner.
  5. Add a second small diagram for the outlet — horizontal or vertical, and its height above finished floor — because that is the EN 33 conversation.
  6. Export once per channel at that channel's spec size, rather than uploading a single oversized file and letting the platform crop it.

  • Rough-in stated in inches and millimetres, on the image, not only in the table
  • Measurement taken from the finished wall to the drain centre — stated on the diagram
  • Seat height stated, and any "comfort height" claim checked against the 17–19 in (430–485 mm) ADA window
  • Overall depth and width labelled with arrows on a side elevation
  • Outlet type and height above finished floor shown for EU-bound models
  • Fixing centres / bolt-hole spacing given in millimetres
  • For wall-hung models, frame fixing centres shown instead of a floor rough-in
  • Every number traceable to a measurement of the actual sample, not to a similar model's drawing

FAQ

How do I measure a toilet rough-in that is already installed?

Measure from the finished back wall to the centre of one of the closet bolts holding the pan down — not to the bolt cap's edge, and not from the baseboard. TOTO publishes this as the standard shortcut when the drain itself is no longer visible. If there are two bolts on each side, use the rear pair.

Is a 10-inch rough-in toilet interchangeable with a 12-inch?

No. A 12-inch pan installed on a 10-inch rough-in will foul the wall behind it; a 10-inch pan on a 12-inch rough-in leaves a visible gap and, on some models, an unsupported tank. Some manufacturers sell adapter systems for the 10-inch case, but adaptation is a product decision the buyer has to make before ordering — which is only possible if the rough-in is published.

Does ADA specify a toilet rough-in dimension?
