Garment measurement points are the only part of a size chart that means anything, and almost every fit dispute starts with two people measuring the same shirt in two different places. Your QC measured the chest one inch below the armhole. The buyer's technician measured it at the widest point. The tape says 52 cm and 53.5 cm, the shipment is "out of tolerance", and nobody was wrong.
What you do next depends entirely on which of the four situations below you are actually in. They need four different documents.
First, the vocabulary that stops the argument
A point of measure (POM) is a specific, named place on a garment laid flat where a stated measurement is taken — not a body dimension, and not a size. Industry practice defines them as "designated points on the garment where specific measurements are taken to maintain consistent sizing and fit across all sizes" (Fashion Index, apparel tech pack POM).
Most of them are referenced from the HPS — the high point shoulder, the highest point of the shoulder where the shoulder seam meets the neckline, which serves as the origin that "many measurements are given in relation to" (Online Clothing Study, how to make a spec sheet for an apparel item).
For a basic knit top, the working set looks like this:

The chest convention above — "usually measured 1″ below armhole horizontally from edge to edge" — is written the same way across independent technical-design sources (Designers Nexus, basic points of measure for apparel). That consistency is useful. It is also not a standard, which brings us to the thing that surprises most exporters.
No international standard fixes garment measurement points
There are ISO and ASTM standards for body measurements. There is no equivalent that fixes where you put the tape on the finished garment.

Every one of those describes a human body. The garment side is contractual: the buyer's POM list is the standard, and technical-design guidance says so outright — "there are many ways to measure the same point, so it's important to illustrate what the standard is for your specific brand" (Points of Measure, technical design).
Nobody buys a size. They buy a set of measurements they hope the size stands for.
Scenario A: the buyer sends their own POM list
Do this: measure to their points, in their order, in their units, and send the report back in their format.
Do not "correct" their list because your factory measures chest at the widest point. Do not convert their inches to centimetres and round. If a point is ambiguous — say the list says "chest" with no offset — ask once, in writing, before the sample runs, and get the answer into the tech pack. An ambiguity resolved by email during production is an ambiguity you will re-litigate at inspection.
Where this goes wrong: the sample is approved against the buyer's POMs and the bulk is measured against yours. The two documents then disagree on a garment that never changed.
Scenario B: you publish your own size chart
Do this: publish garment flat measurements, label them as such, and state where each one is taken.
Body measurements and garment measurements are different quantities — garment measurements "include allowances for ease" over the body dimensions (True to Form, garment vs body measurement). A chart that mixes them — chest as a body circumference, length as a garment flat — is the reason a customer who measured correctly still receives the wrong thing.
This matters more than it used to, because the nominal size carries almost no information. The collected documentation on vanity sizing includes an Esquire investigation in which men's dress pants labelled 36 inches actually measured from 37 to 41 in (94 to 104 cm) across US retailers, and a 2011 UK study that found misleading labels on more than half the items checked, with the worst understating waist circumference by 1.5 to 2 inches (3.8 to 5.1 cm). The drift is generational: a dress with a 32-inch bust was a size 14 in Sears' 1937 catalogue, a size 8 by 1967 and a size 0 by 2011 (collected research on vanity sizing).
If the label is that unreliable, the measurements next to it are doing all the work — which is why they belong where the buyer is already looking. The same logic drives international size conversion charts: a conversion is only as good as the measurements underneath it.
Scenario C: a shipment is rejected on measurements
Do this: check what tolerance was actually agreed before you argue about the garment.
Tolerance is contractual, not statutory. A third-party inspection firm states the rule plainly — "Tolerances should always be defined by the buyer" — and gives a worked example where "a chest width measurement can vary by ±0.25 inches and sleeve width can vary by ±0.1875 inches" (Insight Quality, garment quality control procedures). A garment factory publishing its own T-shirt table uses a looser set: chest width ±0.5 in, centre back length ±0.75 in, sleeve length ±0.375 in, collar width ±0.375 in (Lezhou Garment, size tolerance).
Note that those two sources disagree by a factor of two on chest, and both are legitimate. There is no default. QIMA makes the same point from the inspection side: a quarter inch "may be an acceptable margin of error for a shirt's chest width measurement, but the same shirt's sleeve being too short or too long by the same ¼ inch would be marked a fail" (QIMA, garment quality inspection procedures). Tolerance is per point of measure, not per garment.
Where this goes wrong: the PO says "standard tolerance". That phrase has no meaning and will be read by the buyer as the tightest number they have ever used.
Scenario D: the same garment ships to the EU and the US
Do this: treat size as a commercial decision, because neither market makes it a legal one.
In the EU, textile labelling is governed by Regulation (EU) No 1007/2011, which lays down rules "concerning the use of textile fibre names and related labelling and marking of fibre composition", and requires that products "be labelled or marked to give an indication of their fibre composition whenever they are made available on the market" (EUR-Lex, Regulation (EU) No 1007/2011). Size is not in it — the regulation instead tasks the Commission with examining a possible Union-wide uniform size labelling system in a later review.
In the US, 16 CFR § 303.16 requires the generic fibre names and percentages by weight, the country where the product was processed or manufactured, and the name or registered identification number of the manufacturer or marketer (16 CFR § 303.16). The FTC's own business guidance confirms the same three disclosures (FTC, Threading Your Way Through the Labeling Requirements). Size is absent there too.
So the size label is unregulated on both sides, and the measurement chart is the only thing preventing a return.

Why this is worth the effort
Returns are the bill. The NRF and Happy Returns 2024 report put total US retail returns at $890 billion, with retailers estimating that 16.9% of their 2024 annual sales would be returned — a figure across all retail, not apparel alone (NRF and Happy Returns, 2024 retail returns). On the apparel share specifically, Coresight Research's 2023 work is reported to find that 53% of all apparel returns are due to size and fit issues (Texintel, citing Coresight Research) — the underlying survey is proprietary, so treat it as a well-sourced industry estimate rather than a measured constant.
ISO frames the goal the same way in its own commentary on size designation: better size systems mean "reducing returns of items as a result of a poor fit" and fewer barriers to international trade (ISO, Tinker Tailor). Pick one, in this order:
- Write the POM list down. One page per silhouette, each point named, each origin stated. If it lives in a QC technician's head, it does not exist.
- Put the tolerance in the PO, per point of measure, in the same units as the chart. Delete the phrase "standard tolerance".
- Split body from garment in every published chart, and say which is which in the header row.
- Move the key measurements onto the product image. A chart three clicks away is a chart nobody opens. Marking the actual measured points on the garment photo — chest at the armhole, length from HPS — answers the question at the moment it is asked. The requirement is that the numbers are measured and snapped to the real edges of the garment, then exported at the size each marketplace or line sheet expects; a generated image that invents a plausible "52 cm" is worse than no number, because it will be believed.
- Re-measure one bulk carton per style against the published chart before it ships. It is the cheapest audit in the building.

What are the standard points of measure for a t-shirt?

Whatever the buyer specifies, per point of measure. There is no default value, which is why "standard tolerance" in a purchase order is a dispute waiting to happen.
Do I legally have to put a size on a garment label?
Not in the EU or the US. EU Regulation 1007/2011 mandates fibre composition; US 16 CFR § 303.16 mandates fibre content, country of origin and manufacturer identity. Neither requires a size. That makes your measurement chart, not the size letter, the thing the customer is actually relying on.
What is the difference between body measurements and garment measurements?
Body measurements describe the wearer; garment measurements describe the flat item and include ease. A 100 cm chest body measurement and a 52 cm flat chest garment measurement can describe the same correctly-fitting shirt. Publishing them in one table without labelling which is which is a common and expensive error.
