Hotel FF&E specification requirements are the first test a furniture factory fails without ever being told it failed. A purchasing agent asks for "your specs," you send a price list, eight studio photos and a PDF catalog, and the thread goes quiet. Nothing was wrong with the chair. The packet was wrong.
Contract hospitality buying does not work like a marketplace listing. The people deciding — an interior designer, a procurement agent, an owner's rep — never touch your product before the purchase order. They compare paper. This is the paper they compare, document by document, and the three places export factories lose the bid without knowing it.
What hotel FF&E specification requirements actually are
FF&E stands for furniture, fixtures and equipment: the loose items a hotel buys separately from the building — beds, casegoods, lounge seating, lighting, mirrors, soft goods. Hotel FF&E specification requirements are the set of documents a hospitality buyer needs before an item can be specified, bid and approved: dimensioned drawings, a materials and finish schedule, test reports, a quality-control plan, a sample approval workflow, packing data and warranty terms.
The difference from an e-commerce listing is who reads it and when. A shopper reads to decide. A designer reads to specify — to lock your item into a drawing set that a contractor builds around, sometimes ten months before your container sails. Every number you send becomes a commitment someone else builds against. That is why a photo, however good, is not an answer, and why "we can make any size" reads as a red flag rather than flexibility.
A hotel buyer is not really buying your chair. They are buying the paperwork that proves the chair on site is the chair on the drawing.

Nine documents is not a bureaucratic wish list. Each one answers a question that stops the project if it stays open, and a procurement agent's job is to close open questions before the owner asks them.
Document 2 decides whether you get compared at all
Of the nine, the dimensioned drawing does the most work — and it is the one export factories most often replace with a photograph. A designer working in a drawing set needs your item to occupy a footprint they can place. If they cannot place it, they specify someone whose drawing they can.
Three things make a drawing usable at spec stage:
- Three views, not one. Plan, front elevation, side elevation. Section only where construction matters, such as a seat deck or a drawer box.
- Overall plus the critical dimensions. Overall width, depth and height are the minimum. Then the numbers that decide whether the item works in the room: seat height, arm height, back height, knee clearance, plinth recess, mattress platform size for a bed. A designer checking whether a nightstand aligns with a bed platform is looking for a number you probably never publish. If you build beds, publish the platform dimension the way standard bed frame dimensions are usually stated, not the mattress size — those are two different numbers and confusing them has cost more than one project a re-order.
- A tolerance, stated. Wood moves, foam compresses, welded frames drift. A drawing with no tolerance implies zero tolerance, and zero tolerance is a claim you cannot honour on 400 units.
This is also where the fix is not "hire a draftsperson." A hospitality submittal does not need a CAD-quality engineering drawing; it needs a furniture spec diagram whose dimensions are measured rather than estimated, laid on the actual product view, and exported at the page size the binder wants. The distinction matters because of how these get made now: an image generator will happily place a confident-looking "42 cm" arrow on a render, and that number is invented — it was never measured from anything. Locking real measured edges to the image (snap the measurement to the product edge, label it, export at print size) is the difference between a document a designer can specify from and a picture that gets quietly discarded. If you are unsure which artefact your buyer means, the working distinction between a spec sheet vs technical drawing is worth ten minutes before you send anything.
Document 5: fire testing, where exporters guess most
This is the section where a wrong answer is not embarrassing but disqualifying, and where old advice circulates for years after it stopped being true.
For the United States, upholstered furniture flammability is now federal, not Californian. Under 16 CFR Part 1640, adopted by the Consumer Product Safety Commission in a direct final rule published on 9 April 2021, upholstered furniture manufactured, imported or reupholstered on or after 25 June 2021 must comply with California Technical Bulletin TB 117-2013, which is a smoulder resistance test — a lit-cigarette scenario applied to cover fabrics, barrier materials, resilient filling and decking. Since 25 June 2022, products in scope must carry a permanent label stating "Complies with U.S. CPSC requirements for upholstered furniture flammability."
The part that trips exporters: California repealed TB 133 effective 22 January 2019. TB 133 was the full-scale open-flame burn test on a whole finished seat, and for nearly three decades it was the thing hospitality buyers asked for by name. It is no longer a California requirement.
It has not, however, disappeared from purchase orders. Local fire codes, an owner's insurer, a brand standard or a code consultant can still require a full-seat burn test on a specific project. So the correct answer to "do you have CAL 133?" is not yes and not no. It is: TB 133 was repealed in California in 2019; our seating complies with 16 CFR 1640 / TB 117-2013 and here is the report — if your project's code consultant requires a full-scale seat test, tell us which standard and we will price the test. That sentence, in your reply, does more for your credibility than any factory tour video.
Two more practical rules for this document:
- Send the scope page. A test report without the page showing what was tested is not evidence. Reports get recycled across constructions, and buyers know it.
- A fabric certificate is not a seat certificate. They test different things. Sending one in place of the other is the single fastest way to be read as a factory that does not understand the standard.
Document 6: the double-rub number that means nothing
Abrasion is the most quoted and least understood number in contract furniture. The trade reference is the Association for Contract Textiles (ACT), whose voluntary performance guidelines set these thresholds:

ACT lists hotel rooms and suites, single-shift corporate, conference rooms and dining areas as the end uses where 30,000 double rubs is the appropriate level. Two things follow, and both are worth saying out loud to a buyer:
There is no conversion between Wyzenbeek and Martindale. ACT states plainly that the two results do not correlate. A number with no method named is not a spec — it is a rumour. Always write the method and the result together.
Above 100,000 double rubs, the number stops meaning more. ACT requires licensees publishing results in excess of 100,000 double rubs to carry a statement that results above that level have not been shown to be a reliable indicator of increased fabric lifespan. When a buyer asks for 200,000 double rubs, they are asking for a number the trade body itself says is not evidence. The professional response is to supply the tested result with its method, plus seam slippage, pilling and colourfastness — the tests that actually predict how a hotel chair looks in year three.
"Contract grade" is not a standard — write this instead
No standard defines "contract grade." When a buyer uses it, they mean one of three things: a named strength and durability test standard with a pass level, a warranty term long enough to imply commercial use, or simply "not the residential version." Guessing which one costs you the bid.
Replace the phrase with a line that cannot be misread:
Tested to [standard and edition] at [level], report no. [number], dated [date], issued by [laboratory]. Construction tested: [frame, foam density, cover].
In the US that standard family is usually the ANSI/BIFMA seating and storage tests; in Europe it is the EN furniture strength and durability series, where non-domestic seating carries its own requirements and severity levels. You do not need to memorise which one applies — you need to ask the buyer which standard and which level the project is written to, and then answer in exactly those words. Suppliers who ask that question early read as project-experienced. Suppliers who answer "yes, contract grade" read as a risk.
The same discipline applies to custom sizes, which hospitality projects generate constantly. Locking the deliverable and the approval gate before quoting is the whole game; the sequence in this made-to-measure order process transfers directly to FF&E work.
Packet self-audit before you send
- Every drawing shows plan, front and side elevation with overall dimensions labelled
- Seat height, arm height and any clearance dimension a designer would check are on the drawing, not only in prose
- A tolerance is stated for every critical dimension
- Units appear in both mm and inches if the project is US-based
- The finish schedule names species or alloy, grade, finish code and sheen — no bare "solid wood" or "powder coated"
- Each test report includes the scope page and the tested construction
- Fire documents state the standard, edition and date, and match the item being offered
- Abrasion is written as result plus method, never a bare number
- Carton dimensions, cube, gross and net weight, and units per 40 ft HQ are all present
- Warranty is broken out by component, with spare-part lead time
- Every PDF is named so it can be filed: item code, document type, revision, date
- Revision number and date appear on every drawing page
The last two are not cosmetic. A procurement agent handling 60 items across four suppliers files by filename. A packet that arrives as "IMG_2298.pdf" and "final final.pdf" creates work for them, and the item that creates work is the item that gets substituted.
FAQ
What does FF&E stand for in a hotel project?
Furniture, fixtures and equipment — the movable items specified and bought separately from the building shell, such as beds, casegoods, lounge seating, lighting and mirrors. FF&E is procured on its own schedule and budget, which is why it comes with its own submittal paperwork rather than riding along with construction documents.
Do hotel chairs still need CAL 133 testing?
Not as a California requirement — the state repealed TB 133 effective 22 January 2019. The mandatory US requirement is now 16 CFR Part 1640, which applies TB 117-2013 smoulder resistance to upholstered furniture made, imported or reupholstered on or after 25 June 2021. A specific project can still demand a full-scale seat burn test through its fire code, insurer or brand standard, so ask which document the requirement comes from before you answer.
How many double rubs does hotel furniture fabric need?
ACT's guideline for high traffic and public spaces, which includes hotel rooms and suites, is 30,000 double rubs by the Wyzenbeek method (ASTM D4157) or 40,000 cycles by Martindale (ASTM D4966) for woven upholstery, and 50,000 double rubs for coated upholstery. Always state the method with the result — the two scales do not convert.
What is the difference between a spec sheet and a shop drawing?
A spec sheet is the selling document: what the item is, its dimensions, materials, finishes and performance data, issued before the order. A shop drawing is the manufacturing document issued after award, showing construction detail for approval before production starts. Hospitality projects usually want the spec sheet at bid stage and shop drawings at approval stage, and mixing the two up delays the sample sign-off.
Why does my quote get ignored when my price is the lowest?
Because at specification stage the designer is not buying price; they are removing risk. An item with no dimensioned drawing cannot be placed in the drawing set, an item with no test report cannot be approved by the owner's rep, and an item with no packing data cannot be freight-priced. A cheaper item that leaves three questions open loses to a costlier one that leaves none — and the supplier who has the dimensioned drawing ready on day one is usually the one still on the list in month six.
