How many pallets fit in a truck is the question a buyer asks right before your quote goes quiet. The honest answer is that it depends on two numbers almost nobody puts in writing: the trailer's internal width and your pallet's footprint. The 33 and the 26 you find online are somebody else's trailer.
Road law caps the outside of a trailer. Nothing caps the inside — and the inside is the only number your pallets care about. That one gap is why a load plan that worked into Rotterdam falls apart on the leg from Rotterdam to Lyon, and why a US buyer's 3PL sends back a count two pallets lower than the one you promised.

Every number in the last column is arithmetic, not folklore: floor length divided by pallet depth, floor width divided by pallet width, both rounded down. The column that moves is the third one. Internal dimensions are set by whoever built the trailer, and no regulation anywhere obliges them to publish a figure. Treat the table as a starting point and the carrier's own spec as the answer.
The only truck dimensions that are actually law
Europe: the directive caps the outside, and stops there
Council Directive 96/53/EC sets the maximum authorised dimensions for road vehicles across the EU. Annex I is short, and every figure in it describes the vehicle's exterior.

Weight sits in the same annex. A five- or six-axle articulated combination is capped at 40 tonnes gross in international traffic. Intermodal work gets a bonus: 42 tonnes for a two-axle tractor with a three-axle semi-trailer carrying containers or swap bodies up to a combined 45 feet, and 44 tonnes where the tractor has three axles.
United States: width is fixed, length is a floor, height is a state matter
The federal rules live in 23 CFR part 658, and they work in the opposite direction — they mostly stop states from being restrictive rather than setting a ceiling.
- Width is exact. Section 658.15(a) says no state may impose a width limitation of more or less than 102 inches (2.6 m) on the National Network. Hawaii keeps 108 inches by statute.
- Length is a minimum, not a maximum. Section 658.13(b)(1) says no state may impose a semitrailer length limit of less than 48 feet, and (b)(2) sets 28 feet for each trailer in a twin combination. Then (b)(3) says no state may impose an overall length limitation on a tractor-semitrailer combination at all.
- There is no federal height rule. Part 658 has sections for length, width and weight. It has none for height. The 13 feet 6 inches everyone quotes is state law, and it recurs through the state-by-state entries inside the part's own appendices.
- Weight. Section 658.17 sets 80,000 lb gross on the Interstate System, 20,000 lb on any single axle, 34,000 lb on a tandem, subject to the bridge formula.
That combination — no overall cap, a 48-foot floor — is the reason a 53-foot trailer is legal in the US without any federal rule ever saying "53 feet." Federal law removed the ceiling; the states set the number above the floor. If a buyer tells you "53 foot is the US standard," they are describing a market convention, not a statute.
Why the inside is always smaller, and why 2,400 mm keeps showing up
2.55 m is the outside of the vehicle. Curtains, posts, side rails and the floor frame take roughly 100 mm of it, which is why a European curtainsider is usually quoted at about 2.45 m internal width. Run the two common patterns against that number:
- three Euro pallets side by side, 800 mm each, is 2,400 mm
- two industrial pallets side by side, 1,200 mm each, is also 2,400 mm
Whether or not that was anyone's design intent, the arithmetic explains why 2,400 mm is the width every European load plan is quietly built around, and why standard pallet sizes cluster where they do. Fifty millimetres of clearance across the whole load is not generous, and it is the reason an overhanging carton is so expensive: 1,220 mm of load on a 1,200 mm base does not cost you 20 mm, it costs you a whole row.
Height works the same way. The 4.00 m limit includes tyres, chassis, floor and roof structure, so a standard semi-trailer gives you roughly 2.70 m of internal height; a mega or low-deck trailer buys about 3.00 m by dropping the deck. Neither figure is legal — both are builder specifications, and they vary. Confirm them against the standard truck trailer dimensions your carrier actually operates before you plan a second tier.
The US version of the same squeeze: 102 inches outside leaves roughly 98 to 100 inches inside. Two GMA pallets turned 48 inches across measure 96 inches, which fits on paper and fails on the dock — two inches of total clearance is not enough for a forklift to place a pallet without scuffing a wall. That is why the field answer for a 53-foot van is 26 pallets and not the 30 the calculator suggests.
Work out your own count in four steps
Step 1 — get the internal dimensions in writing. Length, width and usable height, from the carrier or the forwarder, for the specific equipment on this booking. If nobody will commit, plan on 2.40 m internal width in Europe and 98 inches in the US and you will not be wrong in the expensive direction.
Step 2 — divide, and round down twice. Floor width divided by pallet width gives pallets per row. Floor length divided by pallet depth gives the number of rows. Round both down. Fractions do not ship.
Step 3 — test the other orientation. Turning the pallet 90 degrees changes both divisions. On a 13.6 m floor, 1,200 x 1,000 mm pallets give you 2 across and 13 rows when the 1,000 mm side runs along the trailer, and only 2 across and 11 rows the other way. Same pallet, four fewer places.
Step 4 — check what actually binds. Floor space, stack height and payload are three separate limits, and the smallest one wins.
A worked example, using 1,200 x 800 mm pallets loaded to 1.25 m and 380 kg each, into a 13.6 m curtainsider:

Change the stack height to 1.85 m and the answer collapses back to 33, because the second tier disappears. Change the weight to 200 kg and the answer becomes 66. The count is not a property of the truck. It is the smallest of three numbers, and two of them are yours. Anyone who answers how many pallets fit in a truck with a single figure has skipped two of them.
Where the count breaks in real life
How many pallets fit in a truck stops being pure arithmetic the moment any of these turn up on the booking.
- Overhang. Any load wider than its base costs a full row, not the overhang.
- Loading method. A 3-across pattern needs side access. If the trailer is rear-loaded only, the forklift has to reach past two pallets to place the third, and drivers will refuse.
- Stackability. A second tier needs a load that can carry the tier above it. "Stackable" on your spec sheet needs a stated top load in kg, or it will be read as "do not stack."
- Groupage. On a shared load, your pallets get the space left over, and awkward footprints get bumped.
- Axle distribution. A legal gross weight badly distributed is still an overweight axle. Heavy pallets go over the axles, not at the tail.
Put the pallet plan on the drawing, not in the email
Most of these losses are not planning failures. They are description failures: the buyer's warehouse got a paragraph when it needed a diagram. A load plan that survives handoff shows the pallet footprint, the stack height including the pallet, the overhang if any, and the row pattern, drawn to the real measurements rather than described in prose.
That is a measuring job before it is a design job. Software that locks the actual measured dimensions onto the photo — snapping to the pallet edge, labelling stack height and footprint, then exporting at the size a forwarder's document set expects — turns a sentence into something a dock can act on in seconds. It is worth being precise about what "measured" means here: an AI image generator will happily draw a convincing pallet and print a number beside it that was never measured. On a load plan, a plausible number that is wrong is worse than no number, because the forwarder will book against it.
The same discipline pays off one level down, on the carton: get the export pallet dimensions and the carton module right and the pallet count stops being a negotiation.

Twenty-six standard 48 x 40 inch GMA pallets on the floor, loaded two across in thirteen rows. Some shippers reach 28 by pinwheeling — alternating pallet orientation to use the width more efficiently — but that depends on load stability and on the dock crew being willing to do it. Double-stacking doubles the count only if the lower tier is rated to carry the upper one.
How many Euro pallets fit in a 13.6 m trailer?
Thirty-three, loaded three across in eleven rows, with the 1,200 mm side running along the trailer. This is the number European forwarders quote by default, and it depends on an internal width of at least 2,400 mm. If the trailer measures less, you lose an entire column and drop to 22.
What is the maximum height of a truck in Europe?
